Background of the Study
The Federal Capital Territory (FCT), with its capital city Abuja, has experienced rapid urbanization over the past few decades. Mohammed Musa Bello, during his tenure as Minister of the Federal Capital Territory from 2015 to 2023, was tasked with managing the growth of Abuja while addressing the issues associated with urbanization, including rural-urban migration. Rural-urban migration, particularly to Abuja, has been driven by several factors such as better job opportunities, improved infrastructure, and the allure of urban amenities. However, this influx has led to overpopulation in certain parts of the FCT, straining existing infrastructure and services.
The policies implemented by Bello aimed at addressing these challenges, such as the promotion of satellite towns, the development of new housing projects, and the expansion of transportation systems, were meant to reduce pressure on central Abuja and improve the living conditions in rural areas surrounding the city. However, there is a need to investigate the extent to which these policies have been effective in managing rural-urban migration and ensuring balanced development in both rural and urban parts of the FCT. This study seeks to explore the effects of Bello's tenure on rural-urban migration patterns within the FCT, particularly focusing on the underlying causes of migration, the effectiveness of policies to manage these patterns, and their socio-economic impact on both rural and urban communities.
Statement of the Problem
Despite the efforts by the FCT administration to curb the rising tide of rural-urban migration, Abuja continues to attract large numbers of migrants from rural areas, resulting in overcrowding and pressure on urban infrastructure. While there have been initiatives to develop satellite towns and expand basic services, the impact of these efforts on migration patterns remains unclear. This study aims to explore whether the policies introduced by Mohammed Musa Bello were sufficient to slow down rural-urban migration, manage the growth of Abuja, and improve the quality of life in rural areas of the FCT.

Scope and Limitations of the Study
The study will focus on the impact of Mohammed Musa Bello’s tenure as FCT Minister on rural-urban migration within the FCT, including the policies aimed at curbing migration and promoting rural development. It will examine both rural and urban areas within the FCT, particularly those affected by migration. The study will not cover migration patterns outside of the FCT or the broader national migration trends.
